Andy Baker has seventeen years experience in consultancy and regulation related to the management and disposal of radioactive
wastes. He holds a first degree in Earth Sciences and a doctorate in Geochemistry and
Petrology.
Environmental Regulation
Until recently Andy Baker was Manager of the Environment Agency's Nuclear Waste Assessment Team. As such he had responsibility
for:
- technical review of the programme carried forward by Nirex and then by the NDA, following the transfer of Nirex staff
to that organisation;
- review of proposals for the development and management of repositories for low-level waste;
- the review of proposals for the packaging and conditioning of ILW;
- the development of regulatory guidance in relation to such packaging and conditioning;
- contributions to the updating of new regulatory guidance on radioactive waste disposal;
- membership of the Government's Siting Review Panel for a deep geological repository.
Repository Safety Assessments
As a consultant or a regulator, he has managed and/or contributed substantially to a number of repository technical programmes
and projects including:
- the post-closure safety assessments reported in Nirex 95 and Nirex 97 for a deep repository at Sellafield;
- safety assessments of the national near surface Hungarian repository at Puspokszilagy;
- safety assessment of the Australian national repository;
- regulatory review of the safety case for the Low-level Waste Repository near Drigg;
- a project to support the State of Nevada in its consideration of proposals for the development of a repository at Yucca
Mountain.
- safety assessment of proposals to disposal of low level waste in the Russian permafrost.
Options Appraisal and Waste Strategy
Andy Baker's has extensive experience in delivering and reviewing options studies and waste strategies. This includes:
- facilitating or participating in many BPEOs;
- the Devonport pipeline BPEO;
- options for contaminated land on some of the Magnox sites;
- regulatory review of many waste and disposal-oriented BPEOs and waste strategy documentation;
- options appraisals for waste disposal facilities at UKAEA's Dounreay site
- regulatory engagement with the NDA on how to evaluate design options for a future deep geological repository.

Andy Baker has a wide range of specialist technical expertise including the following:
- assembling repository safety cases and dealing with a wide range of technical issues in relation to all pathways and barriers;
- drawing in particular on geological and geochemical expertise to deal with repository safety issues;
- natural analogues and their use;
